Two houses, two completely different answers
A house in central Bentonville on treated surface water and a house six miles out on a private well are not the same problem. The first is usually about taste and smell. The second may involve hardness, iron, sulfur, pH and bacteria, in some combination nobody can predict without testing.

What is the most common recommendation for a home on city water here?
Most often something modest — carbon filtration for chlorine taste and odour, either at the kitchen tap or for the whole house if the shower is the complaint. Larger systems get recommended when the test supports them.
What about a home on a private well?
Wells usually need a treatment train rather than a single unit, because several conditions tend to occur together. But plenty of wells test well and need very little. See well water filtration.
Should I treat the whole house or just the kitchen?
Where the problem shows up decides it. Kitchen-tap complaints are far cheaper to solve at the kitchen tap. Shower, laundry and appliance problems need point-of-entry treatment. Many households end up with both.
